The cartoon is inscribed by Goldberg for fellow editorial cartoonist Bruce Shanks, "with admiration for Bruce Shanks, Rube Goldberg, Sept. '61." The cartoon refers to Roger Maris' efforts to break the single-season home run record and depicts the government as a slugger knocking revenue away from the taxpayer by its excessive spending.
